    A former Colombian dictator, General Gustavo Rojas Pinilla, narrowly beaten in presidential elections last August by President Misael Pastrana Borrero, on Sunday (13 June) proclaimed the formation of a new political party. At a public gathering in the town of Villa De Leyva, 125 miles (200 kilometres) north of Bogota, he announced the formation of ANAPO (Alianza Nacional Popular, or Popular National Alliance).

    This move follows the news earlier this month of President Borrero's appointment of a new cabinet after the collective resignation on June first of all his cabinet ministers. They resigned to allow a government reshuffle, and the President reappointed all but four of them. No key positions were changed. This was the culmination of a split between the progressive and traditionalist wings of both the Liberal and Conservative parties forming the National Front Coalition which has ruled Colombia for 13 years.
