    THE 36,000-MEMBER BRITISH COMMUNIST PARTY OPENED ITS ANNUAL CONGRESS AT CAMDEN TOWN HALL, LONDON, TODAY (SATURDAY), WITH AN AGENDA THAT INCLUDES DISCUSSION ON CONDEMNATION OF ALLEGED ANTI-SEMITISM IN RUSSIA. THE PARTY, NOT REPRESENTED IN BRITAIN'S HOUSE OF COMMONS,W ILL MEET FOR FOUR DAYS.

    MORE THAN 500 DELEGATES TO THE CONGRESS WERE JOINED BY CORRESPONDENTS AND OBSERVERS FROM NORTH VIETNAM AND THE PEOPLE'S REPUBLIC OF CHINA.

    TWO PARTY BRANCHES HAVE TABLED RESOLUTIONS CALLING ON LEADERS TO MAKE REPRESENTATIONS TO THE KREMLIN ABOUT ANTI-SEMITISM. ANOTHER RESOLUTION URGES THE FORMATION OF A MOVEMENT TO FREE OUSTED ALGERIAN EX-PRESIDENT BEN BELLA. IT ACCUSES THE NEW ALGERIAN GOVERNMENT OF TORTURING LEFT-WINGERS AND REVERSING NATIONALISATION. THERE IS ALSO A RESOLUTION BEFORE THE CONGRESS DEMANDING THE UNITED NATIONS TO ORDER A CEASEFIRE AND A WITHDRAWAL OF UNITED STATES TROOPS FROM VIETNAM.

    THE BRITISH COMMUNIST PARTY IS REPRESENTED IN THE HOUSE OF LORDS BY LORD MILFORD, A 63-YEAR-OLD FARMER FROM WESTERN ENGLAND, WHOSE WIFE WAS THE WIDOW OF AN EDITOR OF BRITAIN'S ONLY NATIONAL COMMUNIST NEWSPAPER, THE DAILY WORKER.
