    THE CONGOLESE PRIME MINISTER GENERAL MULAMBA RETURNED TO LEOPOLDVILLE YESTERDAY (FRIDAY) AFTER FINANCIAL NEGOTIATIONS IN BELGIUM.

    IMMEDIATELY ON HIS RETURN THE PRIME MINISTER CALLED A CABINET MEETING TO DISCUSS THE PARTIAL AGREEMENT REACHED WITH THE BELGIAN GOVERNMENT ON THURSDAY.

    GENERAL MULAMBA REFUSED TO DISCLOSE DETAILS OF THE BRUSSELS TALKS, BUT HE TOLD REPORTERS THAT NEGOTIATIONS HAD BEEN VERY DIFFICULT. HE SAID HE WAS SATISFIED WITH THE RESULTS.

    THE NEGOTIATIONS WERE AIMED AT SETTLING FINANCIAL QUESTIONS OUTSTANDING BETWEEN THE TWO COUNTRIES SINCE THE CONGO GAINED INDEPENDENCE FROM BELGIUM IN 1960.

    THE DISCUSSIONS CENTRED AROUND THE DELAYED TRANSFER OF SHARES IN COMPANIES IN THE CONGO FROM BELGIUM TO THE CONGO.

    FURTHER NEGOTIATIONS TO TRY TO SETTLE POINTS STILL UNRESOLVED AFTER THE DISCUSSIONS IN BELGIUM ARE EXPECTED TO BE HELD IN LEOPOLDVILLE IN THE NEXT TEN DAYS.
