A few formalities remain but the constitution itself is now complete. Soon it will be presented to premier Ky and the national directorate. Assembly leaders say that the chances it will be accepted are good.
The constitution is a fact because of assemblymen like Doctor Phan Quang Dan. For Doctor Dan, who has fought for democracy for 25 has gone to jail and who survived a recent assassinated attempt for his beliefs, it is a moment of fulfilment:

After many patient months of protracted discussion in this assembly, South Vietnam now has a constitution. What seemed impossible a year ago now is reality.
When South Vietnam's constitutional assembly was created precariously last fall it appear to be this country's last chance to prove that it wanted a democracy.
The assembly began to meet amid doubts, conflicts an insincerity....it was charged with an almost impossible task....to draw up a constitution which would be accepted by the people, the politicians, the religious blocs and the ruling military junta.
It began at a bad time for a would-be democracy.... a powerful Buddhist uprising had been suppressed brutally....and a powerful virtual dictatorship had proved to be the only means of keeping South Vietnam political stable.
In spite of all the reasons why it should not succeed, the assembly has produced a viable constitution....And in doing so the assemblymen have surprised even themselves that they could resolve their differences.
