    A MASS DEMONSTRATION ORGANISED BY THE GOAN PEOPLE'S PARTY IN BOMBAY, INDIA, ON DECEMBER 4, DEMANDED THAT IMMEDIATE ACTION BE TAKEN BY THE INDIAN GOVERNMENT TO "LIBERATE" GOA THE PORTUGUESE TERRITORY IN INDIA AND TO EXPRESS OPPOSITION TO TWO INCIDENTS IN WHICH IT WAS REPORTED THAT PORTUGUESE TROOPS FIRED ON INDIAN VESSELS.

    THE DEMONSTRATION IN BOMBAY, LEAD BY MR. PETER ALVARES, MARCHED THROUGH THE STREETS CARRYING BANNERS CALLING FOR IMMEDIATE MILITARY ACTION AND CONDEMNING THE SALAZAR REGIME. THE PROCESSION PLANNED TO MARCH TO THE COUNCIL HALL, TO MEET THE CHIEF MINISTER, MR. CHAVAN. BEFORE THEY REACHED THE HALL, HOWEVER, THEY WERE STOPPED BY POLICE. LATER A SMALL DEPUTATION WAS ALLOWED TO HAND OVER A MEMORANDA TO MR. CHAVAN.

    GOA HAS LONG BEEN A SOURCE OF TENSION BETWEEN PORTUGAL AND INDIA, WHO HAS MADE REPEATED DEMANDS FOR PORTUGAL TO WITHDRAW. PORTUGAL, HOWEVER, HAS BEEN IN POSSESSION OF THE TERRITORY FOR MORE THAN 400 YEARS, AND REFUSE TO RELINQUISH IT. AS A RESULT, THE TWO COUNTRIES HAVE SEVERED DIPLOMATIC RELATIONS. ATTENTION WAS DRAWN TO THE DISPUTE WHEN ON NOVEMBER 24, THE PORTUGUESE DEFENCE FORCE MANNING ANJIDIV ISLAND, SOUTH OF GOA, FIRED ON AN INDIAN COASTAL STEAMER, WOUNDING AN OFFICER. LATER AN INDIAN FISHERMAN WAS KILLED IN HIS BOAT. THE PORTUGUESE GOVERNMENT CLAIMED TROOPS HAD REPELLED AN ATTEMPTED INVASION OF THE ISLAND.

    REPORTS HAVE ALLEGED THREE THOUSAND PORTUGUESE TROOPS HAVE TAKEN UP POSITIONS ON THE BORDER IN GOA, AND ROADS LEADING INTO INDIA HAVE BEEN MINED. MR. NEHRU, THE INDIAN PRIME MINISTER, HAS WARNED THAT INDIA WILL NO LONGER TOLERATE PORTUGAL'S "REIGN OF TERROR", IN THE TERRITORY.
