    UPPER VOLTA LAST WEDNESDAY (11 DECEMBER) CELEBRATED THE EIGHTH ANNIVERSARY OF ITS INDEPENDENCE FROM FRANCE AND ITS 10TH YEAR AS A REPUBLIC. THE CELEBRATION WAS HIGHLIGHTED BY A PARADE OF TROOPS AND VARIOUS YOUNG PEOPLE'S GROUPS IN OUAGADOUGOU.

    THE CHIEF OF STATE, PRESIDENT SANGOULE LAMIZANA, REVIEWED THE PARADE. AMONG THE DIGNITARIES PRESENT ON THE REVIEWING STAND WAS THE FRENCH AMBASSADOR, M. RAOUL DELAYE.

    TROOPS IN ARMOURED VEHICLES PARADED DOWN OUAGADOUGOU'S AVENUE DE 'INDEPENDENCE. THEY WERE FOLLOWED BY VARIOUS SPORTS GROUPS AND GROUPS OF YOUNG CHILDREN.

    OTHER MARCHERS WERE A JUDO CLASS AND TRAINEE DOCTORS AND NURSES.

    A STUNT RIDER ON A MOTOR SCOOTER FOLLOWED THE MARCHERS.

    IN A MESSAGE TO THE NATION ON DECEMBER 10, PRESIDENT LAMIZANA REAFFIRMED THAT HIS MILITARY REGIME WOULD HAND OVER POWER TO A CIVILIAN GOVERNMENT IN 1970.

    "THERE IS NO GOING BACK ON THAT". HE SAID.

    GENERAL LAMIZANA SEIZED POWER IN JANUARY, 1966 IN A COUP WHICH OVERTHREW PRESIDENT MAURICE YAMEOGO, UPPER VOLTA'S FIRST PRESIDENT.
