    DELEGATES FROM 24 MEMBER NATIONS OF THE ORGANISATION OF AMERICAN STATES HAVE BEGUN AN INTENSIVE EFFORT IN CARACAS, VENEZUELA, TO LAY FOUNDATIONS FOR CLOSER TRADE, FINANCIAL AND SCIENTIFIC TIES IN THE WESTERN HEMISPHERE. THE REPRESENTATIVES ARE DEBATING PROPOSALS TO BE PRESENTED TO A CONFERENCE OF ECONOMIC DEVELOPMENT MINISTERS IN CARACAS NEXT MONTH.

    ONE OF THE MOST FRUITFUL RESULTS OF THE INTER-AMERICAN ECONOMIC COUNCIL (C.I.E.S.) MEETING COULD BE CLOSER TIES BETWEEN THE UNDER-DEVELOPED COUNTRIES OF THE HEMISPHERE.

    MOST DELEGATES ENTERED THE FIVE DAYS OF MEETINGS CONVINCED THAT THE UNITED STATES WOULD NOT YIELD TO A UNITED FRONT BY LATIN COUNTRIES TO GRANT THEIR GOODS AND RAW MATERIALS PREFERENTIAL TREATMENT IN THE U.S. MARKET.

    COUNCIL PRESIDENT MANUEL SAN MIGUEL OF ARGENTINA SAID THERE WAS ONLY MODERATE OPTIMISM AND A "CERTAIN FOREBODING" AT THE CONFERENCE.
