Background: Mr. Ahmed Zaki, the Prime Minister of the Maldive Islands, in the Indian Ocean, arrived in New Delhi last Friday (8 March) for a week-long tour of India. He was greeted at Palam Airport by his Inidan counterpart, Mrs. Indira Gandhi, as well as the Foreign Minister, Mr. Swaran Singh, and the Mayor of New Delhi, Mr. Kedar Nath Sahni.
One item that is expected to be high on the list of topics discussed by Mr. Zaki and Indian officials during his visit is the question of the United States Government's expansion of military facilities on the tiny Indian Ocean island of Diego Garcia, a British Protectorate.
The military build-up in the Indian Ocean by Western powers follows an increase in Soviet naval strength in the area. Opposition to the move has already been voiced by the Governments of India and Sri Lanka, who recently expressed concern "at the continuing great rivalry in the Indian Ocean". The two countries called for the creation of a "peace zone" in the area.
