Iranian sick and wounded prisoners handed over by Iraq in Turkey on October 20, arrived back in Tehran for hospital treatment. The International Red Cross supervised the handover of the 100 prisoners-of-war and civilian internees. The occasion was marred by the fact that Iran had been due to release 73 similarly sick and wounded Iraqis on the same day, but this was delayed. The return of the Iraqis took place on October 25, again at Ankara Airport. The International Red Cross said that day it hoped Iran would allow all disabled prisoners to return home. Turkey, which borders both Iran and Iraq has remained neutral throughout the conflict and Ankara airport had been used for previous exchanges. conditions in Iranian prison camps have recently caused concern. On October 28 Iran blames delegates of the International Red Cross for an incident earlier this month when five Iraqi prisoners of war were killed. The national news agency quoted a Foreign Ministry spokesman who said on October 27 that the Iraqi prisoners had staged a pre-planned riot during a visit by Red Cross officials.
