    THE INTRODUCTION OF A CONTROVERSIAL PUBLIC SECURITY BILL INTO SOUTHERN RHODESIA'S LEGISLATURE HAS INTRODUCED A NEW FEATURE TO A COUNTRY WELL USED TO POLITICAL DEMONSTRATIONS -- WHITE DEMONSTRATORS.

    A GROUP OF THEM APPEARED OUTSIDE THE SOUTHERN RHODESIAN PARLIAMENT IN SALISBURY YESTERDAY (WEDNESDAY), WHEN A DEBATE BEGAN ON A BILL TO AMEND THE LAW AND ORDER MAINTENANCE ACT UNDER WHICH CERTAIN TYPES OF PETROL BOMB AND ARSON OFFENSES WOULD BE COVERED BY A MANDATORY DEATH PENALTY.

    THE DEMONSTRATORS, WHO GIVE THEMSELVES NO NAME, CLAIM THEY REPRESENT A DOZEN OR MORE SEMI-RELIGIOUS ORGANISATIONS IN SOUTHERN RHODESIA WHICH FIND THE "HANGING BILL" REPUGNANT.THEY HAVE ANNOUNCED THAT THEY INTEND PICKETING PARLIAMENT THROUGHOUT THE DEBATE ON THE BILL -- AND THEY'VE SENT PROTEST NOTES INTO THE CHAMBER ITSELF.

    SIR EDGAR WHITEHEAD'S OPPOSITION UNITED FEDERAL PARTY, THE GOVERNMENT UP TO A FEW MONTHS AGO, ARE FIGHTING THE BILL AT EVERY STEP, CLAIMING THAT THE MANDATORY DEATH PENALTY WOULD UNDERMINE THE AUTHORITY AND JUSTICE OF THE COUNTRY'S COURTS.

    BUT SO FAR, APART FROM CERTAIN AMENDMENTS WHICH WOULD REMOVE SOME OBVIOUS AND TECHNICAL INJUSTICES, THE NEW RHODESIAN FRONT GOVERNMENT HAS STATED ITS INTENTION TO STICK FIRMLY TO THE MANDATORY DEATH SENTENCE.
