    Background: After arriving in Tokyo on Friday (October 26), Australian Prime Minister Gough Whitlam said there was great need for a non-military, non-ideological group in Asia.

    Mr. Whitlam implied that such a group should exclude the United States. He told a press conference on the first day of his six-day visit that he may also discuss the idea of an Asian-Pacific conference when he goes on to The Peoples' Republic of China, in the next stage of his tour.

    Mr. Whitlam said there were obvious difficulties in creating an Asia group. One difficulty was China. Some countries in the region did not recognise Peking and others had suspended or not activated their relations, but Asia was the poorer for not having an organisation where matters of mutual interest could be discussed.

    Mr. Whitlam's party will have official talks with Japanese Government leaders on Monday and Tuesday (29, 30 October), but in a brief personal meeting shortly after arrival Mr. Tanaka told Mr. Whitlam, he would probably visit Australia next year.

    The two leaders are expected to sign a Japanese-Australian agreement on friendship, commerce and navigation at the end of their meetings.
