    IT HAD BEEN RAINING FOR TEN HOURS WHEN THE PRIME MINISTER, MR. SHASTRI, ARRIVED AT NEW DELHI'S RED PORT TO UNFURL THE INDIAN TRICOLOUR AND MAKE THE INDEPENDENCE DAY SPEECH.

    MR. SHASTRI, WHO HAS JUST RECOVERED FROM WHAT WAS REPORTED TO HAVE BEEN A HEART ATTACK, HAS TO CLIMB 66 STEPS TO THE OFFICIAL DAIS. AN UMBRELLA HELD BY THE DEFENCE MINISTER, MR. CHAVAN, PROTECTED HIM FROM THE RAIN.

    A BIG CROWD ALSO IGNORED THE RAIN TO HEAR MR. SHASTRI MAKE A 30-MINUTE SPEECH. HE CALLED ON THE PEOPLE OF INDIA TO HOLD TOGETHER DESPITE THE DIFFICULTIES OVER THE CURRENT FOOD SHORTAGE.

    MR. SHASTRI, WHO WAS ACCOMPANIED BY HIS WIFE, SAID HE WAS PREPARED TO TALK TO THE PEKING REGIME OVER THE BORDER DISPUTE - BUT ONLY UNDER "HONOURABLE CONDITIONS AND NOT UNDER THE THREAT OF FURTHER AGGRESSION."
