PRINCE BERNHARDT: "Many objectives of European post-war policy and American post-war policy toward Europe have been achieved. The ravaged economies of Europe have been restored to a point beyond the wildest dreams of the late forties. An intra western-European conflict is unthinkable and German-French relations - the cause of two would wars - are close and exclude any basic conflict, least of all a warlike situation. The unity of Europe - for long years the central theme of American foreign policy - is progressing, the optimist continues, may it be too slow but anyhow irrevocably. The entry of the U.K., Denmark and the Irish Republic into the process of European integration is an event of tremendous importance and took away a long and frustrating obstacle to a further development of the communities."
MR. ROY JENKINS: "Over the past quarter of century we have lived to our great benefit under the clear ??? captaincy of America and none of us in Europe should underestimate what that has meant and the benefits we have achieved particularly in the early days. But I do not believe we should deceive ourselves that the old permanence, is, or can or should prevail. In do not believe myself that the change has been finally due to the United States involvement in Vietnam, I think that has exacerbated and accelerated the change but I believe it will have taken place no doubt more slowly, for more fundamental reasons in any event."
