Background: In South Yemen, after months of political upheaval, including a change of Presidents, the ruling National Front Party recently announced it was merging with the two other left-wing parties to form a new group, known as the Vanguard Party. A three-day conference was held in Aden to mark the launching of the amalgamated party, which includes the Democratic People's Union, plus a Communist organisation and the Popular Vanguard Party, a small group previously connected with Iraq's ruling Ba'ath Party.

SYNOPSIS: Mr. Abdul Fattah Ismail was the former General-Secretary of the National Front Party. He has been assigned an important role in the formation of the new Vanguard group, and his address to the opening session of the conference outlined the policy changes stemming from the amalgamation. He stressed the importance of close co-operation with left-wing parties in other Arab states, and described the basis o the new group's political philosophy as "scientific socialism". Mr. Ismail went on to condemn the recent peace initiative between Egypt and Israel, which resulted in the Camp David accord.

As one of the "rejectionist front" Arab states, South Yemen has opposed any peace negotiations with Israel. Mr. Ismail accused world powers of interfering in the internal affairs of Middle East countries, and of attempting to provoke a war between North and South Yemen Relations between the two states have been severely strained since June, when there were allegations of South Yemeni involvement in the assassination of the President of North Yemen, Ahmed al-Ghashmi.
