    IT WAS THE SIMONSTOWN AGREEMENT THAT SOUTH AFRICA'S FOREIGN MINISTER, MR.LOUW, CITED IN A BLUNT WARNING TO BRITAIN AND AMERICA LAST WEEK."TO THE GREAT LOSS OF BRITAIN AND THE UNITED STATES".

    MR.LOUW SAID IT WAS NECESSARY THAT BRITAIN AND AMERICA BE REMINDED OF THE POSSIBLE CONSEQUENCE OF THEIR ACTION TOWARD SOUTH AFRICA -- A REFERENCE TO RECENT ANGLO-AMERICAN ATTACKS ON SOUTH AFRICA IN THE UNITED NATIONS SECURITY COUNCIL.

    (THE 1955 SIMONSTOWN AGREEMENT TRANSFERRED THE NAVAL BASE FROM BRITISH TO SOUTH AFRICA CONTROL, WITH ASSURANCES OF FULL COOPERATION BETWEEN THE NAVIES OF THE TWO COUNTRIES.THE BRITISH NAVY RETAINED THE RIGHT TO USE THE BASE AT ALL TIMES, EVEN IN A WAR NOT INVOLVING SOUTH AFRICA.)
    WHILE MR.LOUW'S STATEMENT WAS MAKING WORLD HEADLINES LAST WEEK, SIMONSTOWN GREETED THE ARRIVAL OF THE BRITISH-BUILT FRIGATE PRESIDENT STEYN, THE SECOND OF THREE IDENTICAL SUBMARINE-HUNTERS ORDERED FOR THE SOUTH AFRICAN NAVY.

    AMONG A BIG CROWD ON HAND TO GREET THE SHIP WAS THE CHIEF OF SOUTH AFRICA'S DEFENCE FORCES, COMMD.-GEN.P.H.GROBBELAAR.
