    HEADS OF SEVERAL NON-ALIGNED STATES ATTENDING THE CAIRO SUMMIT CONFERENCE MET IN PRIVATE YESTERDAY (OCTOBER 8TH) TO DISCUSS THE INTENTION BY THE PEOPLE'S REPUBLIC OF CHINA TO EXPLODE AN ATOMIC BOMB.

    THE MEETING WAS CALLED BY MR. SHASTRI, INDIA'S PRIME MINISTER, WHO SUGGESTED THAT THE HEADS OF STATE SEND A TELEGRAM TO PEKING, ASKING THE CHINESE GOVERNMENT TO CALL OFF THE PROPOSED TEST.

    THE MEETING WAS HELD AT THE CAIRO UNIVERSITY, AND INCLUDED PRESIDENT TITO OF YUGOSLAVIA, PRESIDENT NKRUMAH OF GHANA, EMPEROR HAILE SELASSIE OF ETHIOPIA, PRESIDENT AREF OF IRAQ, PRESIDENT SUKARNO OF INDONESIA, PRINCE FEISAL OF SAUDI ARABIA AND PRESIDENT NASSER OF THE UNITED ARAB REPUBLIC.

    THE MEETING WAS DESCRIBED AS MOST CORDIAL, AND ALTHOUGH NO OFFICIAL STATEMENT WAS ISSUED IT WAS UNDERSTOOD THAT APART FROM THE CHINESE NUCLEAR ISSUE, THE MEETING ALSO GAVE THE HEADS OF STATE AN OPPORTUNITY TO DISCUSS INDIA'S PLEA FOR MODERATION IN INTERNATIONAL ISSUES SUCH AS INDONESIA'S CONFRONTATION WITH MALAYSIA.

    DURING THE CONFERENCE PROPER, MR. SHASTRI HAS BEEN OUTSPOKEN ON TWO ISSUES -- CONFRONTATION AGAINST "COLONIALISM" AND A DEFINITION OF SELF-DETERMINATION WHICH WOULD RULE OUT POLITICAL INDEPENDENCE BY FORCEFUL MEANS.

    EARLIER IN THE DAY, PRESIDENT NASSER HELD ANOTHER SIDE MEETING WITH AFRICAN HEADS OF STATE TO DISCUSS THE ATTEMPT BY M. MOISE TSHOMBE, THE CONGOLESE PRIME MINISTER, TO ATTEND THE CONFERENCE. THE MEETING WAS REPORTED TO HAVE "SETTLED THE TSHOMBE ISSUE".

    SYNOPSIS:
    CAIRO, AND HEADS OF SEVERAL NON-ALIGNED STATES ATTENDING THE SUMMIT CONFERENCE, BREAK WITH THEIR TIMETABLE TO HOLD A PRIVATE MEETING.

    IT WAS CALLED BY MR. SHASTRI, INDIA'S PRIME MINISTER, WITH THE AIM OF AROUSING SUFFICIENT SUPPORT TO MAKE A STRONG PLEA TO THE PEOPLE'S REPUBLIC OF CHINA TO HALT ITS PLANS FOR A NUCLEAR TEST.

    PRESIDENT BEN BELLA OF ALGERIA WAS ONE WHO ATTENDED THE MEETING WHICH ALSO REPORTEDLY DISCUSSED INDIA'S VIEWS ON CONFRONTATION AND SELF-DETERMINATION. EARLIER, IN THE CONFERENCE PROPER, MR. SHASTRI HAD SPOKEN OUT ON BOTH THESE QUESTIONS AND HAD WON SUPPORT FOR HIS VIEWS FROM A NUMBER OF LEADERS.

    PRESIDENT SUKARNO'S CONFRONTATION POLICY WITH INDONESIAN WAS ONE PROBLEM WHICH MR. SHASTRI HOPED THAT OTHER LEADERS WOULD SUPPORT HIM IN HIS BID TO GET INDONESIA TO MODERATE ITS STAND.
