    Talks in Bonn, West Germany, between American and German delegations ended without agreement being reached Nov. 22. A communique issued Nov 23 said arrangements had been made for further discussions on increasing Germany's contribution to Western defence and Foreign Aid spending as a means of helping American to get over its balance of payments crisis.

    It was understood that one of the main points of disagreement was America's request for a German contribution of about GBP214 million in 1961 towards defence costs.

    Leading the American delegation were Secretary of the Treasury Mr. Anderson and Under-Secretary of State Mr. Dillon. The German team was led by Minister of Economics Professor Erhard.
