FINALLY HE QUOTED THE PRESIDENT'S WORDS, THE PRESIDENT SPEAKING ON TUESDAY IN A NATIONAL TELEVISED PRESS-CONFERENCE,...WHAT HE SAID: QUOTE: "WE WILL NOT TOLERATE A CONTINUATION OF A VIOLATION OF AN UNDERSTANDING. WE WILL NOT TOLERATE ATTACKS WHICH RESULT IN HEAVIER CASUALTIES TO OUR MEN AT A TIME WHEN WE ARE HONESTLY TRYING TO SEEK PEACE AT THE CONFERENCE-TABLE IN PARIS" END-QUOTE....WE AGREED TO MEET NEXT THURSDAY MORNING AT 10.30.     Background: TODAY'S (THURSDAY) SESSION OF THE PARIS PEACE-TALKS WAS CUT SHORT, WHEN THE SOUTH VIETNAMESE CHIEF NEGOTIATOR, MR. PHAM DANG LAM, CALLED FOR AN ADJOURNMENT IN PROTEST AGAINST RECENT ROCKET ATTACKS AGAINST TOWNS AND CITIES BY THE VIETCONG. AN AMERICAN SPOKESMAN TOLD PRESSMEN WHAT AMBASSADOR LODGE HAD SAID ABOUT THE ATTACKS AT THE NEGOTIATING-TABLE AND CONFIRMED THAT HE THOUGHT THERE WOULD BE A MEETING NEXT WEEK DESPITE TODAY'S ADJOURNMENT.

    A SERIES OF ROCKET ATTACKS ON WHAT THE SOUTH VIETNAMESE CLAIM ARE PURELY CIVILIAN TARGETS WERE THE CAUSE OF TODAY'S 'INCIDENT'. THE SOUTH VIETNAMESE SPOKESMAN, MR. DAN, LATER SAID THAT THE FUTURE OF THE NEGOTIATIONS WOULD DEPEND ON WHAT HAPPENED IN THE NEXT FEW DAYS. SAIGON'S NEGOTIATOR MR. LAM HAD EARLIER STATED THAT "AN ATMOSPHERE FAVOURABLE TO USEFUL DISCUSSIONS DOES NOT YET EXIST".

    MR. HAROLD KAPLAN, THE AMERICAN DELEGATION'S SPOKESMAN, DESCRIBED TODAY'S MEETING AS "SHORT AND GRIM", BUT REFUSED TO DESCRIBE MR. LODGE'S COMMENTS AS A 'PROTEST'.
