SYNOPSIS: In Jerusalem, Prime Minister Golda Meir made her long-awaited policy statement to the Knesset on Wednesday. Her statement was scheduled for last month, at the opening of Parliament, but it was postponed because of the visit of United States Secretary of State William Rogers. The opposition pressed for the statement, to be followed by a debate, and Mrs. Meir back from her tour of Scandinavia, spoke for four hours.

The Parliament heard an urgent call to the United States for more weapons, especially aircraft, to rectify the arms balance upset by the new Soviet-Egyptian treaty, and recent Russian shipments to Egypt. Mrs. Meir also expressed doubt whether it would be possible to sign a peace agreement with Egypt following President Sadat's speech to the Egyptian army on Tuesday -- in his speech, President Sadat suggested ways of extending the ceasefire....but Mrs. Meir objected to the tone.

President Sadat wanted above all Israeli withdrawal from occupied territory in the Sinai, Mrs. Meir said. And she gave Israel's conditions for a partial withdraws. The conditions were: No resumption of fighting ...no crossing of the canal by Egyptian or other forces. free passage for Israeli shipping. effective supervision procedures..and a means of guarding against violation of the agreement.
