    Following the Cabinet crisis in Southern Rhodesia, when Mr. R. S. Garfield Todd's Cabinet resigned, a special congress of the United Federal Party called on Sir Edgar Whitehead to form a new Government. Sir Edgar was at that time Minister on behalf of the Federation of Rhodesia and Nyasaland in Washington. He accepted the decision of the congress and immediately flew back from Washington to Salisbury via London, and set about the forming a new Cabinet. After apparent deadlock at one stage Sir Edgar eventually formed a Cabinet which included the former Prime Minister, Mr. Todd, and two of his former Ministers, Mr. Ellman Brown and Mr. Hatty.
    The complete Cabinet is as follows:- Prime Minister and Minister of Native Affairs ............ Sir Edgar Whitehead Leader of the House and Minister of Mines, Lands and Surveys ........... Sir George Davenport Minister of Labour and Social Welfare ............ Mr. R. S. Garfield Todd Minister of the Treasury and Native Education ......... Mr. C. J. Hatty Minister of Justice and Internal Affairs ........... Adv. Reginald Knight Minister of Roads and Road Traffic, Local Government and Housing and Irrigation.. Mr. G. Ellman Brown
