    An intruder pretending to be a member of the Laotian delegation yesterday (Wednesday) addressed the General Assembly of the United Nations.

    The intruder, who was later named as Ngo Van Hai, a Vietnamese lawyer living in Paris, was interrupted in Mid-speech by the Norwegian President of the Assembly, Mr. Edvard Hambro.

    Before he was interrupted, Mr. Ngo was heard to accuse the United Nations of failing to adapt to changing circumstances.

    Apparently the mistake arose when Mr. Hambro saw Mr. Ngo -- who had previously sat in the Assembly's Social Committee -- sitting in the seat reserved for the Laotian chief delegate and invited him to speak.

    The incident caused consternation among many delegates and left embarrassed United Nations officials wondering how to tighten security. It was pointed out that there would have been nothing to prevent an intruder with more sinister motives from entering the Assembly.
