    THE 100 EUROPEAN MERCENARIES AND ABOUT 2,500 KATANGESE REBELS CURRENTLY LIVING IN A MAKESHIFT CAMP IN KIGALI, RWANDA, ARE TO BE FREED. THIS WAS THE DECISION OF THE TEN NATIONAL DELEGATES TO THE ORGANISATION OF AFRICAN UNITY CONFERENCE (OAU) HELD KIGALI
    YESTERDAY (TUESDAY).

    THE OAU'S SPECIAL COMMISSION ON MERCENARIES ARRIVED IN KIGALI EARLY YESTERDAY. HEADING THE GROUP WAS THE ORGANISATION'S SECRETARY-GENERAL, M. DIALLO TELLI, IT ALSO INCLUDED MR. BOMBOKO, CONGO KINSHASA'S MINISTER OF DEFENCE.

    SPEAKING AT AN AIRPORT PRESS CONFERENCE PRIOR TO THE ANNOUNCEMENT OF THE COMMISSION'S DECISION, M. TELLI SAID:
    LAST NIGHT THE COMMISSION, IN CONFERENCE WITH THE RWANDA GOVERNMENT CAME TO THEIR DECISION. WHITE MERCENARIES WOULD BE ALLOWED TO RETURN HOME - PROBABLY WITH THE HELP OF THE INTERNATIONAL RED CROSS, AS ORIGINALLY PLANNES - AFTER HAVING BEEN FINGER PRINTED AN SIGNING A PLEDGE NEVER TO FIGHT IN AFRICA AGAIN. EARLIER MR. JOSEPH MOBUTU, THE PRESIDENT OF CONGO KINSHASA HAD DEMANDED THAT A NUMBER OF THE SOLDIERS SHOULD BE EXTRADITED TO THE CONGO.

    THE KATANGESE SOLDIERS, WITH THEIR DEPENDENTS, WILL BE ALLOWED TO RETURN TO THE CONGO UNDER A FULL AMNESTY GUARANTEED BY PRESIDENT MOBUTU. THOSE AND PREFER TO STAY AWAY WILL BE CONSIDERED POLITICAL REFUGEES.
