    Visnews filming in Antwerp and London shows ships flying 'Panlibhonco' flags of convenience lying idle in the two ports.

    The international boycott of Panlibhonco ships, arranged by the International transport Worker's Federation in Hamburg recently, to take place between 1st and 4th December, has not been an unqualified success.

    Of the 4 Panlibhonco ships in UK ports today, two were handled - the Panamanian ship Avon was unloaded in Surrey Docks by members of the National Amalgamated Stevedores Union (barred from the TUC last week) and the Liberian Paper Pulp ship Lorna unloaded at the Imperial Paper Mills, Gravesend.

    The liberian grain ship Merlin was delayed at Vernon Mills in the Royal Victoria Dock, and Ulysses 11, another grain ship registered in the Liberian capital of Monrovia lay idle with grain from Vancouver in the Royal Albert Dock.

    Flags of Convenience ships are registered in Panama, Liberia, Honduras, Costa Rica - in which countries there are no agreed wage agreements and working conditions of or ships crews.

    Costa Rica has announced her intention of withdrawing the licenses of the 233 foreign ships flying her flag.
