    "IF PEOPLE SEE THE WHOLE OF AFRICA AS JUST ONE BIG BLACK AREA, THEN THEY MISS THE FUNDAMENTAL POINT, WHICH WILL MAKE THE GOVERNMENT PROSPER, AND THAT IS, THESE BLACK PEOPLE ARE AS DIFFERENT TO ONE ANOTHER AS WE WHITES ARE. AFRICA IS MULTI-NATIONAL AND IT WILL AND MUST DEVELOP AS A NUMBER OF NATION STATES. AND WHERE THE BOUNDARIES HAVE BEEN DRAWN WRONGLY IN THE PAST, BY INTERFERENCE FROM EUROPE, THERE, IN THE COURSE OF TIME, THE FUNDAMENTAL NATIONALISM OF THE VARIOUS NATIONS OF AFRICA, AND THE VARIOUS LANGUAGE GROUPS OF AFRICA, WILL HAVE ITS INFLUENCE.... ONLY BY SEPARATING THE NATIONS IN SOUTH AFRICA -- YOU CAN ONLY ACHIEVE PEACE BY SEPARATING THE NATIONS. (APPLAUSE)"



    "IN ADDITION TO THIS, I MUST ALSO STRESS THAT WHEN YOU ARE NOT ONLY TRADING PARTNERS, BUT ALSO PARTNERS IN DEFENCE, THEN YOU HAVE TO CO-OPERATE UNDER THOSE VERY SERIOUS CIRCUMSTANCES WHICH WOULD BE THE CIRCUMSTANCES UNDER THE SIMONSTOWN AGREEMENT. THEN YOU HAVE TO BE ABLE TO RELY WITH CONFIDENCE ON THE OTHER MAN'S WORDS. IT'S NOT A MATTER OF A GENTLEMEN'S AGREEMENT, IT'S A MATTER OF CONTRACT AND OF CONFIDENCE.     Background: DR. HENDRIK VERWOERD, PRIME MINISTER OF SOUTH AFRICA, DISCUSSED THE DEFENCE RELATIONSHIP BETWEEN SOUTH AFRICA AND BRITAIN DURING AN ADDRESS AT A NATIONALIST PARTY RALLY IN HIS CONSTITUENCY OF HEIDELBERG, IN THE TRANSVAAL, ON SATURDAY.

    HIS SPEECH CAME THREE DAYS AFTER THE BRITISH GOVERNMENT ANNOUNCED A BAN ON THE EXPORT OF ARMS TO SOUTH AFRICA AS A SANCTION AGAINST ITS POLICY OF APARTHEID.

    BEFORE TURNING TO THE ARMS QUESTION, DR. VERWOERD SAID RAPID CHANGES IN THE WORLD SITUATION -- INCLUDING THE NEW GOVERNMENT IN BRITAIN, RUSSIA'S NEW LEADERSHIP, AND THE POSSIBLE EFFECTS ON THE UNITED NATIONS OF RELATIONSHIPS BETWEEN THE GREAT POWERS, COULD ALL HAVE AN EFFECT ON SOUTH AFRICA.

    HE SAID IT WAS CLEAR THAT A LARGE NUMBER OF NATIONS WHICH WERE NOT POWERFUL, AND WHICH COULD HARDLY SPEAK ON MATTERS AFFECTING THE BIG POWERS, CLEARLY WANTED SOUTH AFRICA TO BE GOVERNED BY A BLACK GOVERNMENT, EVEN BY A BLACK DICTATORS, AS LONG AS IT WAS NOT THE WHITE MAN WHO GOVERNED. THESE NATIONS, HE SAID, REALISED THEY COULD NOT ACHIEVE THEIR ASPIRATIONS BY NORMAL MEANS BECAUSE SOUTH AFRICA WAS "MATERIALLY AND MORALLY TOO STRONG".

    TURNING TO THE ARMS QUESTION, DR. VERWOERD SAID HE WOULD NOT COMMENT UNTIL THE STATEMENT BY THE BRITISH PRIME MINISTER, HAROLD WILSON, HAD BEEN AMPLIFIED AS REGARDS THE SALE OF BUCCANEER AIRCRAFT TO SOUTH AFRICA. HE DID SAY, HOWEVER, THAT A CERTAIN MORALITY EXISTED IN INTERNATIONAL DEALINGS, AND THAT ANY BREACH OF CONTRACT "WAS A VERY SERIOUS MATTER" AND WOULD NECESSARILY HAVE RESULTS.
