    DR. HENDRIK VERWOERD, PRIME MINISTER OF SOUTH AFRICA, DISCUSSED THE DEFENCE RELATIONSHIP BETWEEN SOUTH AFRICA AND BRITAIN DURING AN ADDRESS AT A NATIONALIST PARTY RALLY IN HIS CONSTITUENCY OF HEIDELBERG, IN THE TRANSVAAL, ON SATURDAY.

    HIS SPEECH CAME THREE DAYS AFTER THE BRITISH GOVERNMENT ANNOUNCED A BAN ON THE EXPORT OF ARMS TO SOUTH AFRICA AS A SANCTION AGAINST ITS POLICY OF APARTHEID.

    BEFORE TURNING TO THE ARMS QUESTION, DR. VERWOERD SAID RAPID CHANGES IN THE WORLD SITUATION -- INCLUDING THE NEW GOVERNMENT IN BRITAIN, RUSSIA'S NEW LEADERSHIP, AND THE POSSIBLE EFFECTS ON THE UNITED NATIONS OF RELATIONSHIPS BETWEEN THE GREAT POWERS, COULD ALL HAVE AN EFFECT ON SOUTH AFRICA.

    HE SAID IT WAS CLEAR THAT A LARGE NUMBER OF NATIONS WHICH WERE NOT POWERFUL, AND WHICH COULD HARDLY SPEAK ON MATTERS AFFECTING THE BIG POWERS, CLEARLY WANTED SOUTH AFRICA TO BE GOVERNED BY A BLACK GOVERNMENT, EVEN BY A BLACK DICTATORS, AS LONG AS IT WAS NOT THE WHITE MAN WHO GOVERNED. THESE NATIONS, HE SAID, REALISED THEY COULD NOT ACHIEVE THEIR ASPIRATIONS BY NORMAL MEANS BECAUSE SOUTH AFRICA WAS "MATERIALLY AND MORALLY TOO STRONG".

    TURNING TO THE ARMS QUESTION, DR. VERWOERD SAID HE WOULD NOT COMMENT UNTIL THE STATEMENT BY THE BRITISH PRIME MINISTER, HAROLD WILSON, HAD BEEN AMPLIFIED AS REGARDS THE SALE OF BUCCANEER AIRCRAFT TO SOUTH AFRICA. HE DID SAY, HOWEVER, THAT A CERTAIN MORALITY EXISTED IN INTERNATIONAL DEALINGS, AND THAT ANY BREACH OF CONTRACT "WAS A VERY SERIOUS MATTER" AND WOULD NECESSARILY HAVE RESULTS.
