    A NEW CONSTITUTION WAS DECLARED IN SOUTH KOREA LAST WEDNESDAY, PAVING THE WAY FOR THE RESTORATION OF CIVIL RULE NEXT SUMMER. GENERAL CHUNG HEE PARK, ACTING PRESIDENT OF THE MILITARY GOVERNMENT, PROCLAIMED THE NEW BASIC LAW AT A CEREMONY IN SEOUL.

    A REFERENDUM HELD DECEMBER 17 OVERWHELMINGLY APPROVED THE NEW CONSTITUTION PROPOSED BY THE RULING JUNTA.

    PRESIDENTIAL AND GENERAL ELECTIONS - BANNED SINCE MAY 1961 - WILL BE HELD BETWEEN MARCH AND MAY IN PREPARATION FOR THE ESTABLISHMENT OF A CIVILIAN GOVERNMENT IN AUGUST. THE CONSTITUTION, HOWEVER, BECOMES EFFECTIVE ONLY AFTER THE NEW NATIONAL ASSEMBLY CONVENES FOR ITS FIRST SESSION, POSSIBLY IN JULY.

    GENERAL CHUNG HEE PARK, SAID ON THURSDAY THAT IF ANY POLITICAL PARTY DECIDED TO NOMINATE HIM FOR THE PRESIDENCY IN THE PRESIDENTIAL ELECTION HE WOULD AGREE TO STAND. GENERAL PARK SAID A CIVILIAN GOVERNMENT WOULD BE INSTALLED IN MID-AUGUST.
