Background: French Deputy Foreign Minister Jean de Lipkowski arrived in Malta on Wednesday (1 March) for talks with Prime Minister Dom Mintoff. The talks are reportedly aimed at promoting economic, cultural and technological cooperation between the two countries. Mr. Lipkowski, making a two-day visit to the island, is the first French minister to visit Malta since its independence.
Under both General de Gaulle and President Pompidou, France has developed her links with other Mediterranean countries and M. Lipkowski's visit had been scheduled for a long time.
