    Communist party leaders from 24 countries today (Monday) open talks on European security in Karlovy Vary, the old-fashioned spa town in Czechoslovakia that was once the haunt of Kings, emperors and Europe's aristocracy.

    Party leaders from both east and west will take part in the talks.

    Soviet party chief Leonid Brehznev and Polish leader Wladyslaw Gomulka were among the first to arrive yesterday.

    Germany is represented by three groups -- West Germany, West Berlin and East Germany. East German leader Walter Ulbricht was also among the early arrivals.

    The gracious old report town has little in common with the aims of latter-day communism. It's managed to survive wars and changing regimes to remain a red plush and polished brass relic of the 1900s.

    The communist leaders will be conducting their conference in one of the oldest landmarks of the city-- the Imperial Hotel.

    The conference, it is thought will call on West Europe to agree to an all-european system of political security to replace the two existing alliances - NATO and the Warsaw Pact.
