    THE UNITED NATIONS DEVELOPMENT OF THE LOWER MEKONG BASIN HAS TAKEN A STEP FORWARD. LAST WEEK, A CONVENTION WAS SIGNED IN THE LAOTIAN CAPITAL OF VIENTIANE, WHICH WILL MAKE POSSIBLE FOR ELECTRIC POWER TO FLOW ACROSS THE THAILAND-LAOS BORDER. IT WILL BENEFIT THE PEOPLE ON BOTH SIDES OF THE MEKONG RIVER.

    THE TWO COUNTRIES EXCHANGING THE POWER AS WELL AS CAMBODIA, SOUTH VIETNAM AND THE UNITED NATIONS AS PARTIES DIRECTLY CONCERNED IN THE DEVELOPMENT OF THE LOWER MEKONG BASIN, SIGNED THE CONVENTION.

    ATTENDING THE CONVENTION WAS THE LAOTIAN NEUTRALIST PRIME MINISTER, PRINCE SOUVANNA PHOUMA, WHO ADDRESSED THE DELEGATES OF COUNTRIES CONCERNED IN THE PROJECT.

    THE DELEGATES WERE EARLIER INFORMED ON THE COMPLETION OF THE FIRST PHASE OF FEASIBILITY INVESTIGATIONS OF THE PAMONG MAINSTREAM DAM BY AN AMERICAN TEAM AND THE BEGINNING OF THE SECOND PHASE. THE UNITED STATES HAS OFFERED LARGE-SCALE AID FOR THE MEKONG PROGRAMME AS PART OF A DEVELOPMENT PROJECT FOR SOUTH-EAST ASIA.
