    In the Indian state of West Bengal the first Congress party ministry to form the Government since 1967 was sworn in on Monday (March 20).

    It has 28 members, headed by Mr. Siddartha Shankar Ray, who resigned on Sunday (March 19) as Education Minister in the Central Government.

    Between 1967 and the recent Sate election which returned the State to the ruling Congress Party's control, West Bengal has been plagued by unstable coalition governments and has had periods of direct rule for Delhi.

    The Congress Party's win in West Bengal was one of its major triumph's in the recent State Elections. Since 1967, when the party last rule the turbulent State, there have been ???stable coalitions and periods of direct rule by the central government in Delhi.The State has long been a Communist stronghold.

    The new administration is characterised by youth. Its leader, Mr. Ray, was until Sunday central government minister, responsible for Education and Social Welfare. He resigned to lead the new West Bengal administration at the urging of Mrs. Gandhi herself.
