    SOVIET OFFICIALS AT THE CEREMONY INCLUDED THE AMBASSADOR IN EAST BERLIN, MR. PIOTR ABRASSIMOV, AND THE COMMANDER IN CHARGE OF THE WARSAW PACT FORCES IN EAST GERMANY, GENERAL KOSHEVOI, WHO ALSO TOOK THE SALUTE.

    IN AN ARTICLE TO MARK THE 49TH ANNIVERSARY OF THE FOUNDING OF THE RED ARMY, THE SOVIET DEFENCE MINISTER, MARSHAL RODION MALINOVSKY, SAID TODAY THAT SOVIET FORCES NOW HAVE ANTI-AIRCRAFT WEAPONS WHICH "ENSURE THE RELIABLE DESTRUCTION OF ALL PLANES AND MANY ROCKETS OF THE ENEMY."
    BUT THE SOVIET CIVIL DEFENCE CHIEF, MARSHAL CHUIKOV, SAID LAST NIGHT THAT THE SOVIET UNION DID NOT YET HAVE A COMPLETELY FOOLPROOF DEFENCE AGAINST MISSILE ATTACK. HE TOLD MILLIONS OF TELEVISION VIEWERS THAT SOME ROCKETS SET AGAINST THE SOVIET UNION WOULD INEVITABLY HIT THEIR TARGETS.

    AT THE CEREMONY IN WEST BERLIN, SEVERAL WREATHS WERE PLACED ON THE SOVIET WAR MEMORIAL.
