    Kim Po-yun, leader of South Korea's conservative-wing Liber Democrats, failed by three votes to become Premier, Aug 17.

    An alliance of independents and liberal Democrats mustered 112 votes against his supporters; all he needed was a bare majority, but after President Yun Po-sun nominated him Aug 16 his policy declaration failed to win the vital votes. John M. Chang, leader of the liberal Democrats, may now be offered the nomination.

    Several hundred armed police guarded the National Assembly building in Seoul, while balloting was in progress, and a crowd numbering 2,000 gathered outside. No serious disorders occurred.
