    An Angolan delegation arrived in Addis Ababa on Monday (23 February) to take its place for the first time at a meeting of thy Organisation of African Unity (OAU).

    The delegation attended the OAJ's foreign ministers meeting later that afternoon.

    The six day conference of foreign ministers will discuss co-operation between Arab and African states and the foreign ministers face a potential row following an outspoken attack on Zaire by the new delegation's leader, Mr. Jose Edourado Dos Santos.

    Mr. Dos Santos accused Zairs of allowing its regular troops to carry out what he called "acts of piracy" in Angola.

    He said it was distressing that a fellow independent African state has sent regular army troops into Angola, and he called on the OAU to look into his allegations that Zaire was in breach of the charter obligation not to interfere in the internal affairs of another member state.

    Zaire has supported the Notional Front for the Liberation of Angola (FNLA) during the struggle for control of the former Portuguese colony.

    SYNOPSIS: It's headed by Mr. Jose Edouardo Dos Santos, and he will take a major part on the conference's six days of talk in co-operation between Arab and African states.

    And Mr. Dos Santos wasted no time in asserting his new role. Later one Monday he told the opening session of the conference that Zaire had allowed its regular troops to commit "acts of piracy" in Angola.

    The ugandan delegation to the conference also arrived on Monday morning. Uganda President, Idi Amin, wasn't with the group.

    The current OAU chairman is expected to attend by the conference, but his arrival date has yet to be confirmed.

    The OAU's foreign ministers conference take place every six moths.

    Apart from Arab-African relation, the minister will also discuss recent trends "in the Third World".
