    A MONTH LONG CONFERENCE ON SOME 80 NON-NUCLEAR NATION OPENED IN GENEVA, SWITZERLAND, TODAY (THURSDAY). ORIGINALLY CONCEIVED IN 1966 TO EXERT PRESSURE FOR A BAN ON SPREADING NUCLEAR WEAPONS, ONE OF THE CONFERENCE'S MAIN OBJECTIVES HAS BECOME LESS TOPICAL BECAUSE TO DATE 79 COUNTRIES HAVE SIGNED THE NON-PROLIFERATION TREATY.

    BUT THE CZECHOSLOVAK CRISIS, WHICH HAS PROVOKED SECOND THOUGHTS ON THE NON-PROLIFERATION TREATY IN AT LEAST THREE EUROPEAN CAPITALS, MAY BRING A NEW TOUCH OF TOPICALLY TO THE CONFERENCE.

    THE PAKISTANI FOREIGN MINISTER, MR MAIN ARSHAN HUSAIN, WAS ELECTED PRESIDENT OF THE CONFERENCE. HE REGRETTED THE ABSENCE OF THE PEOPLE'S REPUBLIC OF CHINA FROM THE CONFERENCE. CHINA WAS INVITED ALONG WITH THE OTHER FOUR NUCLEAR POWERS - THE UNITED STATES, SOVIET UNION, FRANCE AND BRITAIN - TO ATTEND THE CONFERENCE BUT WITH NO VOTING RIGHTS. MR HUSAIN SAID A MAJOR AIM OF THE CONFERENCE WAS TO ADJUST THE CONCEPTS OF COLLECTIVE SECURITY EMBODIED IN THE UNITED NATIONS CHARTER TO THE REALITIES OF THE NUCLEAR AGE.

    A MESSAGE FROM THE U.N. SECRETARY GENERAL, U THANT, WAS READ OUT AT THE CONFERENCE'S OPENING SESSION. U THANT CALLED FOR COOPERATION BETWEEN TECHNOLOGICALLY ADVANCED NATIONS AND NON-NUCLEAR POWERS TO DEVELOP PEACEFUL USES OF NUCLEAR ENERGY.
