Background: A delegation representing the North Vietnam Government and the Vietnam Workers' Party, led by North Vietnam's Prime Minister Pham Van Dong, arrived in Bucharest, the Rumanian capital on Saturday (28 July).
The delegation was met at Bucharest Airport by Ion Gheorghe Maurer, member of the Executive Committee together with other high ranking politicians and generals of the Rumanian Armed Forces. Diplomats representing several nations were also there to greet the North Vietnamese Prime Minister.
Mr. Pham Van Dong and his companions were in Rumania as guests of the Central Committee of the Rumanian Communist Party and the Rumanian Government.
The purpose of the visit has been described as one of friendship. There was a large crowd at the airport who cheered and waved to the distinguished guests. Pham Van Dong and Ion Gheorghe Maurer inspected a guard of honour before leaving for the city.
