    BRITISH HOME SECRETARY JAMES CALLAGHAN, ON THE SECOND DAY OF A THREE-DAY FACT FINDING TOUR OF STRIFE-RIDDEN NORTHERN IRELAND, WAS TODAY (THURSDAY) WELCOMED BY LARGE CROWDS IN LONDONDERRY'S PREDOMINANTLY CATHOLIC BOGSIDE AREA. THE HOME SECRETARY FLEW TO THE AREA, WHERE THE ULSTER SECTARIAN RIOTS BEGAN TWO WEEKS AGO, FOLLOWING MEETINGS WITH ROMAN CATHOLIC CARDINAL CONWAY AND PROTESTANT LEADER REV. IAN PAISLEY AT HIS BELFAST HOTEL.

    A CROWD OF ABOUT 1,000 PEOPLE WAITED TO GREET THE HOME SECRETARY IN LONDONDERRY'S WILLIAM STREET, THE SCENE OF SOME OF THE CITY'S WORST RIOTING. MOST OF THOSE WAITING WERE ENTHUSIASTIC ALTHOUGH SOME, SUCH AS NATIONALIST PARTY LEADER MR. EDDIE MCATEER, WERE MORE SUBDUED.

    IN PARTS OF BOGSIDE, MR. CALLAGHAN WAS MET BY DEMONSTRATORS, SOME OF WHOM SHOUTED SLOGANS AGAINST THE NORTHERN IRELAND GOVERNMENT OF STORMONT AND DEMANDED THAT THE SPECIAL POWERS ACT--WHICH ALLOWS EMERGENCY SECURITY STEPS TO BE TAKEN BY THE ULSTER AUTHORITIES--BE REPEALED. THE IRISH REPUBLIC TRICOLOUR FLUTTERED FROM ONE BOGSIDE WINDOW.

    NORTHERN IRISH POLICE AND BRITISH SOLDIERS, WHO ARE NOW KEEPING THE PEACE IN LONDONDERRY, WERE NOT ALLOWED TO ACCOMPANY MR. CALLAGHAN ON HIS TOUR OF BOGSIDE. STEWARDS AND THE HOME SECRETARY'S PERSONAL SECURITY MEN PROTECTED MR. CALLAGHAN, WHO, DESPITE THEIR EFFORTS, WAS BUFFETED BY THE CROWD THROUGH HIS VISIT.

    MR. CALLAGHAN WENT TO THE WINDOW OF A BUILDING TO ADDRESS THE CHEERING CROWD OF CATHOLICS WITH A LOUD-HAILER, WHEN THE CRUSH BECAME TOO GREAT. HE TOLD THEM HE WAS ON THE SIDE OF THOSE DEPRIVED OF JUSTICE, WHATEVER THEIR COMMUNITY.
