Mr. Edward Heath, Britain's Lord Privy Seal and Minister for European affairs, was expected to discuss with French Foreign Minister Maurice couve de Murville ways of linking the "Six" and the "Seven" in Paris, France, Dec 12. They met t the committee of ministers of the Council of Europe, held in the Chateau de la Muette.
Reports said recent meetings between British and German officials have produced a possible basis of negotiation for linking the "Six" (Common Market) and the "Seven" (European Free Trade Association). Discussions h ave reached the stage when French officials could be asked to join in. The tripartite discussions, one report said, will prepare the way for negotiations between Governments in 1961.
The Council of Europe, however, deals essentially with co-operation in matters concerning science and culture.
