    THE SOUTH VIETNAMESE PRESIDENT'S SPEECH OF THE YESTERDAY (FRIDAY), IN WHICH HE CHALLENGED THE VIET CONG TO AN ELECTORAL CONTEST UNDER INTERNATIONAL SUPERVISION, MET WITH UNCOMPROMISING HOSTILITY FROM THE VIET CONG DELEGATION AT THE PARIS PEACE TALKS. ENLARGING THAT ON PRESIDENT THIEU'S OFFER TODAY, HIS FOREIGN MINISTER CONFIRMED THAT FOR THE FIRST TIME, THE VIET CONF HAD BEEN INVITED TO PARTICIPATE.

    "THE GOVERNMENT OF VIETNAM DECLARES THAT IT WILL ABIDE BY THE RESULTS OF THE ELECTIONS", SAID THE PRESIDENT, "WHATEVER THESE RESULTS MAY BE. WE CHALLENGE THE OTHER SIDE TO DECLARE THE SAME."
    MR THIEU WAS ACCOMPANIED BY FOREIGN MINISTER TRAN CHAN THANH AND INFORMATION MINISTER NGUYEN NGOC AN.

    IN HIS 26-MINUTE SPEECH ON THE RESTORATION OF PEACE, THE PRESIDENT DECLARED THAT HE FELT A MAJOR INITIATIVE WAS NEEDED TO MOVE THE NEGOTIATIONS FORWARD. "TO THAT EFFECT", HE SAID, WE ARE WILLING TO MAKE, AS ANOTHER ACT OF GOODWILL, A COMPREHENSIVE OFFER FOR THE POLITICAL SETTLEMENT OF THE CONFLICT."
    BOTH SIDES IN THE STRUGGLE HAD SAID SOUTH VIETNAM'S INTERNAL AFFAIRS SHOULD BE SETTLED BY THE PEOPLE THEMSELVES, AND THE ONLY WAY THIS COULD BE DONE WAS THROUGH ELECTIONS FREE FROM FEAR AND COERCION. ALL POLITICAL PARTIES OUGHT TO BE REPRESENTED, INCLUDING THE N.L.F., IF THEY RENOUNCED VIOLENCE AND PROMISED TO ACCEPT THE RESULTS. AN ELECTORAL COMMISSION WOULD ASSURE FAIR PLAY, AND AN INTERNATIONAL BODY WOULD SUPERVISE THE VOTING.

    HE WARNED AGAINST MISUNDERSTANDING SOUTH VIETNAM'S DESIRE FOR PEACE AS A SIGN OF WEAKNESS, AND ADDED: "IN FACT, THERE IS A POINT BEYOND WHICH WE SHALL GET TIRED OF MAKING UNILATERAL ACTS OF GOODWILL." SOUTH VIETNAM WOULD NOT TIRE OF THE WAR, HE SAID.

    SHE WAS FIGHTING FOR A JUST CAUSE AND IN SELF-DEFENCE, AND WAS BECOMING STRONGER EVERY DAY.
