Background: The Egyptian Premier, Dr. Aziz Sidky, this week toured the Helweniron and steel works ... one of the major examples of Soviet aid to Egypt.
The mills are being built at a total cost of 63-million Sterling. For the last three years, work has concentrated on the second stage, which will increase the output of the mills considerably.
This month sees the 15th anniversary of the signing of the first trade and economic agreement between Egypt and the Soviet Union.

The Egyptian Premier, Doctor Aziz Sidky, visited the works this week.
The works at Helwan are being built with Soviet aid and equipment at a cost estimated at sixty-three-million pounds Sterling.
It is one of the major examples of Soviet aid to Egypt... surpassed by perhaps only the Aswan Dam as a development project.
For the last three years, work has been concentrated on the second stage which, when completed, will boost the output of the complex significantly. The additions include two blast furnaces with an output of more than nineteen-hundred tons each every day.
Dr. Sidky's visit coincides with the fifteenth anniversary this month of the first trade and economic agreement between Egypt and the Soviet Union. The Helwan project is a concrete example of this co-operation which was threatened last year when Egypt send home an estimated 20-thousand Russian military advisers and technicians. It was a visit to Moscow by Dr. Sidky which paved the way for restoration of good relations.
