    Background: On the day of his arrival in Moscow, President Urkho Kekkonen of Finland paid a visit to the Kremlin and was officially welcomed by President Voroshilov and Premier Khrushchev.

    Seated at a long table decorated with bottles of liquor, the Finnish President had warm and friendly talks with various leaders of the Soviet Union.

    The main topics for discussion during this visit by the Finnish Head Of State are the proposed rehabilitation of the Saimaa Canal and the building of an iron works, both in Finland, with Russian aid. If these schemes materialise this will be the first occasion when Russia has given financial aid to a Western country. The aid will be in the form of a loan.

    Other discussions will deal with the possibility of balancing Finnish-Russian trade.
