    Background: The American Secretary of State, Dr. Henry Kissinger, was expected to arrive in Egypt on Friday (22 August) where there is a reportedly optimistic mood for a successful outcome to his latest Middle East peace shuttle.

    According to reports from Alexandria, President Anwar Sadat confidently expects Dr. Kissinger to bring word of an Israeli Government agreement to a further troop withdrawal in the Sinai Desert.

    Reuters reported that barring a last-minute-hitch, an agreement seemed certain under which Israeli forces would give up part of the sinai in return for Egyptian assurance to refrain from further war.

    According to Egyptian officials only minor differences now stand in the way of a peace accord between the two countries. And they are confident these can be overcome with the help United States mediation.

    Egyptian confidence in a successful outcome of the negotiations is based largely on the degree of American commitment for peace.

    However, Egyptian spokesman Tahsin Bashir warned that things could still go wrong. But officials said that no-one in the Egyptian Government expects a failure similar to the one that happened five months ago when Dr. Kissinger last visited the Middle East in search of a second stage troop disengagement between Egypt and Israel.

    The fact that less than one month ago President Sadat of Egypt placed his forces on full alert and prepared for what he called another battle with Israel, is an indication of how dramatically the situation has changed.

    The 24-hour alert followed the crisis over the continuing United National presence in the Sinai. Israel said then that if Egypt had allowed the mandate to expire, the two countries would have been at war within a few hours.
