UNDER DISCUSSION ARE TOPICS DEALING WITH BOTH THE SCIENTIFIC AND LEGAL PROTECTION OF WEST AFRICA'S FISHING INDUSTRY, WHICH, SAY EXPERTS, IS CURRENTLY FALLING BEHIND ITS COMPETITORS IN THE FIELD.

    THE CONFERENCE IS BEING HELD UNDER THE AUSPICES OF THE FAO - THE UNITED NATIONS FOOD AND AGRICULTURAL ORGANISATION. A U.N. REPRESENTATIVE WAS AT THE MEETING ON MONDAY, ACCOMPANIED BY DELEGATES FROM JAPAN, THE UNITED STATES, AND THE AFRICAN DEVELOPMENT BANK. AMONG THE AFRICAN COUNTRIES ATTENDING ARE CHAD, CONGO-BRAZZAVILLE, GAMBIA, GHANA, LIBERIA, MALI, MAURITANIA, MOROCCO, SIERRA LEONE, AND SENEGAL. CHAIRMAN IS DR. BARACAR DIOP OF SENEGAL.

    OPENING THE CONFERENCE, SENEGAL'S MINISTER OF TECHNICAL EDUCATION, MR. EMILE BADIANE, SAID ITS AIMS INCLUDED 'THE SCIENTIFIC AND TECHNICAL STUDY' OF THE BEST CONDITIONS OF EXPLOITATION AND PRESERVATION OF OUR FISHING HERITAGE, AND THE WORKING OUT OF SUITABLE LEG STATION TO PROTECT OUR WATERS AND THE SPECIES THAT LIVE IN THEM.'
    LATER IN THE CONFERENCE, DELEGATES WERE TOLD THAT THE WEST AFRICAN FISHING INDUSTRY WAS FALLING BEHIND ITS COMPETITORS BECAUSE OF THEIR TECHNICAL SUPERIORITY. EXPERTS STRESSED THAT NEW TYPES OF EQUIPMENT WERE ENABLING RIVAL INDUSTRIALISED COUNTRIES TO EXTEND THE SCOPE OF THEIR FISHING.

    THE AIM OF THE MEETING IS TO ENCOURAGE THE WEST AFRICAN COUNTRIES TO MAKE A CONCERTED EFFORT TO EXPAND THEIR MARITIME RESOURCES. ONE STEP ALREADY TAKEN HAS BEEN THE APPOINTING OF A SPECIAL COMMITTEE TO REPORT ON INLAND FISHERIES, COMPOSED OF DELEGATES FROM CHAD, CONGO, GHANA, MALI AND SENEGAL.
