    Togo has been admitted to full membership of the Entente Council, which groups Niger, Upper Volta, Ivory Coast and Dahomey. The announcement was made in a communique issued yesterday (Thursday) at the conclusion of the council's two-day summit meeting in Abidjan.

    On Monday the Togo National Assembly approved a motion authorising President Nicolas Grunitzky to request Togo's membership. Togo has attended council meetings in the past, but has not been a full member.

    Principal participants when the meeting began on Tuesday were President Felix Houphouet-Boigny of the Ivory Coast, President Hamani Diori of Niger, President Christophe Soglo of Dahomey and President Sangoule Lamizana of Upper Volta. Togo was represented by its Foreign Minister, Mr. Georges Apedo Amah. He, like President Soglo, left Abidjan before the communique was issued.

    The council also greeted to create a loan guarantee fund to replace its solidarity fund.
