    THE UNITED NATIONS SPECIAL PEACE ENVOY TO CYPRUS SENOR JOSE ROLZ-BENNETT, YESTERDAY (MONDAY) HAD TALKS WITH CYPRUS PRESIDENT MAKARIOS, TURKISH CYPRIOT LEADER DR. FAZIL KUTCHUK AND THE GREEK CYPRIOT FOREIGN MINISTER SPYROS KYPRIANOU. SINCE THE TALKS THE GREEK GOVERNMENT IN ATHENS HAS REVEALED THAT IT HAS TAKEN A DECISION ON TURKISH PROPOSALS TO SETTLE THE CYPRUS ISSUE.

    AFTER HIS TALKS WITH SENOR ROLZ-BENNETT YESTERDAY PRESIDENT MAKARIOS SAID: "I DO NOT THINK THERE IS GOING TO BE A WAR". RELIABLE SOURCES SAID PRESIDENT MAKARIOS HAD ACCEPTED U.N. SECRETARY-GENERAL U THANT'S APPEAL FOR RESTRAINT AND WITHDRAWAL OF NON-CYPRIOT ARMED FORCES OTHER THAN U.N.

    SENOR ROLZ-BENNET REFUSED TO DISCUSS THE PROGRESS OF HIS MISSION, AND WOULD NOT REVEAL WHAT HAD TAKEN PLACE IN HIS TALKS WITH DR. KUTCHUK AND MR. KYPRIANOU.

    SENOR ROLZ-BENNETT DROVE TO THE TURKISH QUARTER OF NICOSIA TO VISIT DR. KUTCHUK. HE WAS ACCOMPANIED BY GENERAL A.E. MARTOLA OF FINLAND.

    LATER SENOR ROLZ-BENNETT DROVE TO AN OUTLYING U.N. SIGNAL POST, RECENTLY DAMAGED IN A SHELL ATTACK. UN OBSERVER OFFICERS BASED AT THE POST EXPLAINED THE INCIDENT TO THE ENVOY.
