    U.S. President Lyndon Johnson delivered a major policy speech Wednesday night (7 April) at the Johns Hopkins University in Baltimore, Maryland. He announced a willingness to begin "unconditional" negotiations aimed at a peaceful settlement in South Viet Nam, and urged a new program of economic development for all of Southeast Asia. He said he would ask for an American investment of one billion dollars (1,000,000,000) in the program, and called on U Thant the Secretary General of the United Nations, to initiate plans for cooperation among the nations concerned.
