    PRESIDENT LEOPOLD SENGHOR OPENED A NEW OIL REFINERY IN THE PORT OF DAKAR LAST THURSDAY (DECEMBER 4).

    THE REFINERY BELONGS TO THE SENEGALESE LUBRICANT COMPANY. M. DUPUY CAMEL, OVERSEAS CO-ORDINATOR OF THE FRENCH PETROL COMPANY WHICH CO-OPERATED IN DEVELOPING THE PROJECT, SAID AT THE OPENING THAT THE REFINERY WOULD BE CAPABLE OF MEETING THE TOTAL DEMANDS OF THE SENEGALESE MARKET, AND WOULD HELP FULFIL THE NEEDS OF BOTH MALI AND MAURITANIA.

    HE ADDED THAT HE WAS DELIGHTED THAT CO-OPERATION BETWEEN HIS COMPANY AND SENEGAL HAD RESULTED IN SUCH AN IMPRESSIVE ACHIEVEMENT.

    PRESIDENT SENGHOR, OFFICIALLY OPENING THE REFINERY, AWARDED THE NATIONAL ORDER OF SENEGAL TO M. CAMEL AND TO M. BRICKA, DIRECTOR-GENERAL OF THE TOTAL COMPANY OF WEST AFRICA.

    THE PRESIDENT THEN STARTED THE REFINERY'S PROCESSING MACHINERY, AND MADE A TOUR OF THE INSTALLATIONS. THE REFINERY COST 170 MILLION FRANCS TO DEVELOP.
