FRANCES KELSEY, THE 48-YEAR-OLD GOVERNMENT WOMAN PHYSICIAN WHO STOPPED U.S. SALES OF THE DRUG THALIDOMIDE. PRESENTING HER WITH THE 'PRESIDENT'S AWARD FOR DISTINGUISHED FEDERAL CIVILIAN SERVICE', MR. KENNEDY SAID ALL AMERICANS WERE "MOST INDEBTED TO DR. KELSEY BECAUSE OF THE HOPES WE HAVE FOR OUR CHILDREN".

    SECRETARY OF STATE, MR. DEAN RUSK, AND ASTRONAUTS COLONEL GLENN AND COMMANDER CARPENTER LOOKED ON AS PRESIDENT KENNEDY PRESENTED A GOLD MEDAL TO MR. LLEWELLYN THOMPSON, FORMER AMBASSADOR TO THE SOVIET UNION, WHO RETURNED HOME AUG 6 SERVING FIVE YEARS IN RUSSIA.

    MR. THOMPSON, ONE OF SIX DISTINGUISHED AMERICANS TO BE DECORATED, WAS WARMLY PRAISED BY THE PRESIDENT WHO REFERRED TO THE AMBASSADOR'S NEGOTIATIONS ON THE AUSTRIAN STATE TREATY, TRIESTE, LAOS, AND THE DUTCH-INDONESIAN DISPUTE OVER WEST NEW GUINEA.
