    AT A SPECIAL CEREMONY IN KINSHASA TOWN HALL, THE GOVERNOR OF THE CITY OF KINSHASA, M. PAUL NAUWELAERTS, RECENTLY CONDUCTED THE SWEARING-IN OF A NEW BURGOMASTER FOR THE CITY'S LIMETE DISTRICT. THE POST HAS BEEN FILLED BY M. ALOIS TOKO.

    THE CEREMONY WAS ATTENDED BY THE 23 OTHER BURGOMASTERS WHO ADMINISTER DISTRICTS IN KINSHASA IN A MAYORAL CAPACITY.

    THE OCCASION COINCIDED WITH THE FIRST ANNIVERSARY OF THE "BURGOMASTERS' STATUTE", AN IMPORTANT DEVELOPMENT INTRODUCED BY PRESIDENT JOSEPH MOBUTU IN FEBRUARY, 1968. UNDER IT, BURGOMASTERS WERE APPOINTED WITH RESPONSIBILITY TO THE GOVERNOR AND STATE TO TAKE CARE OF THE CITY'S URBAN ADMINISTRATION.

    THE OCCASION PROVIDED GOVERNOR NAUWELAERTS WITH AN OPPORTUNITY OF REVIEWING THE ADMINISTRATIVE SITUATION. HE SAID THAT, TO SOME EXTENT, THINGS HAD WORKED OUT WELL, BUT TO OTHERS, NOT SO WELL.

    THE MINISTERS OF THE INTERIOR, M. JOSEPH N'SINGA, SAID IT WAS ESSENTIAL FOR ALL BURGOMASTERS TO CARRY OUT THEIR TASKS WITH DISCIPLINE, DEVOTION AND EFFICIENCY.

    LATER, AT A MILITARY CAMP IN THE KINSHASA AREA, THE GOVERNOR AND INTERIOR MINISTER ATTENDED A MILITARY PARADE WITH THE NEW URBAN COMMISSIONER, M. FRANCOIS-XAVIER MATANDA, AND M. MARCEL DERICOYARD, NEWLY PROMOTED REGIONAL VICE-CHAIRMAN OF THE MOVEMENT POPULAIRE DE LA REVOLUTION PARTY.
