TRANSCRIPT: SEQ. 2: ROGERS: "We are here today to sign the treaty on the prohibition on the emplacement of nuclear weapons and other weapons of mass destruction on the seabed and the ocean floor and the sub-soil thereof. The treaty was worked out with great care at the conference of the Committee on Disarmament in Geneva and at the United Nations General Assembly."



TRANSCRIPT: SEQ. 6: NIXON: "Speaking for the United States of America I pledge that as we sign this treaty....that we consider it only one step toward a greater goal -- the control of nuclear weapons on earth, and the reduction of that danger which hangs over all the nations of the world as long as those weapons are not controlled."

Background: This is a film of the signing of one of the most important international treaties in recent times -- prohibiting the use of nuclear weapons on international ocean floors. This particular ceremony was in Washington -- other have taken place in London and Moscow. Both President Nixon and U.S.S.R. Premier Mr. Alexei Kosygin have welcomed the treaty -- a product of two years' hard international bargaining in Geneva -- and have expressed hope that it will lead to further international nuclear bans.
