Background: PRINCE SOUVANNA PHOUMA, THE LAOTIAN PRIME MINISTER, RETURNED TO THE CAPITAL, VIENTIANE, YESTERDAY (MONDAY), AFTER TALKS WITH PRINCE SOUPHANOUVONG, THE PATHET LAO LEADER. THEY HAD MET IN THE PLAIN OF JARS AT KHANGKHAY, THE PATHET LAO HEADQUARTERS, TO DISCUSS THE PRESENT GOVERNMENT CRISIS.

THE PRIME MINISTER HAD PLANNED TO FLY TO THE MEETING ON SUNDAY, BUT TORRENTIAL RAINS IN THE CAPITAL MADE IT IMPOSSIBLE FOR THE AIRCRAFT TO TAKE OFF FROM THE AIRPORT. FILM SHOWS THE PRIME MINISTER AT THE AIRPORT, WAITING FOR THE WEATHER TO CLEAR.

EARLIER HE HAD ANNOUNCED THAT THE RIGHT WING AND NEUTRALIST FORCES HAD UNITED UNDER HIM, AND HE CALLED ON THE PATHET LAO TO JOIN IN A AN ATTEMPT TO MAKE THE COALITION GOVERNMENT WORK.

AFTER HIS TALKS WITH THE PATHET LAO LEADER, PRINCE SOUVANNA PHOUMA SAID HE HAD MADE CERTAIN PROPOSALS TO STRENGTHEN THE COALITION, AND WOULD RETURN TO KHANGKHAY IN "THREE OR FOUR DAYS" TO HEAR THEIR DECISION.
